In a business environment endemic to Hokkaido that lacks major companies with centripetal force, Hokkaido bio technology industry cluster is growing and developing uniquely, centering on university-launched ventures and small to medium sized businesses.
The internal structure of the cluster is characterized by the fact that the relationship within the cluster was expanded owing to the research-support companies which appeared in the 1980s and acted as business-related nodes. Since 2002, the network has increasingly expanded as the number of companies have increased: a support system by related administrative bodies as a unit was established; university-launched ventures increased rapidly with various network development; and new entries from different fields advanced. Mutual relationships among companies, such as transaction and joint research, are further deepening and developing within the cluster.
